It actually is PSA's fault. They slap a shipping label on the case of ammo and push it out the door, they don't put in a proper box and are absolutely aware of the failure rate.
They receive the ammo in proper shipping form on pallets, etc, but don't put in the effort for their customers.
They leave it up to UPS to fix their mistake, and if lost/missing they take a very liberal and extended amount of time to refund you. Been there and done that, it sucked.
