    PPT Transfer Fee Overcharge

Did my first PPT today with a fellow Calgunner and got myself a very nice AK. Got to the local FFL to do the paperwork and was informed the cost was $50, $25 for the DROS and $25 for their fee. I commented that I thought the max they were allowed to charge was $35. The response was that we could go somewhere else, but anyone else would charge the same. I looked up the FAQ on the Cal AG's website and there in black and white: $25 for DROS and $10 for fee.

Again the response was we could go somewhere else.

Thing is, just an hour earlier I'd been at another FFL about 35 minutes away to get a lower out of jail and posted on the wall was: "$35 for PPT."

I didn't want to take up the seller's time driving around to another FFL, but this isn't sitting well with me.

Has anyone had experience reporting stuff like that to the Attorney General's office? I paid with a credit card. Has anyone been successful getting a partial charge back on things like this? I want to pay what I'm legally required to, and I'm probably getting a little too worked P over $15, but this is ticking me off.

First off, you need to out the store here so we can call them out.

I will add them to my Boycott thread.

Don't know about the method of refund.

DOJ probably does not care much but you should report them anyway.

Can't stand people who complain but never reveal the culprit.

If you charged the fee dispute it on your card. Rat them out to DOJ. Write them a demand letter w/cc to DOJ and AG. Threaten to sue them if you have the time they'll lose in small claims. Out them here so other CalGunners can stop by and take up their time and buy nothing.

PPT is normally $35 total. However there are other FFL dealers out there that charges more, but it is usually listed on their website or store posting if it cost more. I have seen PPT going for $40-$70, and when I see that, I usually take my business elsewhere.

FFL Transfer fees of $40-$75 (Turners is $125 IIRC) is legal.
That is for a gun that is shipped to the FFL from a manufacturer, dealer, or other seller.

Face to face PPT with both buyer and seller at the FFL is mandated by law to be $25 DROS and *not more than* $10 transfer fee.
That was California's way of getting around Constitutional challenges to requiring PPT to go through an FFL.

It is *ILLEGAL* for an FFL to charge more than $25+$10, and for an FFL to actually post such on a sign would be written up as a violation during an audit.

I agree that over pricing a ppt is wrong and violates laws. However...a charge back on the card..may not work. You using the cc is accepting the price. And you got the service for the price.

                            Just food for thought.

Well, they didn't post it on any sign. However, the computer-generated receipt lists the DROS as $25 and the PPT fee as $25.
