Yes they can ship to an FFL of your choice, granted that the firearm is on roster.

Initially I thought AJ only works for online orders and Cabela's firearm ordering process is not available online. But interestingly the disclaimer from AJ says "2% Cash Back will be paid for rimfire ammunition and 1% Cash Back will be paid for all firearms purchases." From the few of Cabela's GCs that I have cared to read the fine print, it seems that they are good for in store purchases.

I have no first hand experience as my efforts stopped dead cold when the manager of Cabela's at Reno, NV said they'd only sell factory CA compliant guns to CA residents (I wanted to buy a rifle.) They'd send it to a CA FFL of my choice. I did not ask if the ordering could have be done on the phone, but I suspect payment over the phone with multiple GCs would be done laboriously, as each card would have to have its 9-digit numbers and 6-letter codes read over the phone and entered individually.

Have you looked at Gander Mountain? Other posters have mentioned they were able to get AJ cash backs as GM allows online ordering of firearms. There are discounted GM gift cards available online, though the discounts are nothing as deep as Staples Cabela's discounts. AJ cash backs vary between 4 to 9%
