80% Lowers

So, from my understanding 80% lowers will still be legal at the start of next year. I am curious about their legality once completed into fully functioning receivers.

If completed, what would need to be done to make them legal? Or is it even possible to make them legal?

They are legal, nothing has been proposed to make them illegal. When you build it up, build it to be in compliance with the state laws at that time, and it will be legal.

With the laws currently on the books, and the bills that just past.
No, you can build a rifle out of an 80%, as long as you properly mark it prior to 1 July 2018, and you do not build it into a assault weapon configuration. You will not have to file any paperwork.

At least this is my understanding of the recent bills that passed. You will have to mark it with a SN your name and some other info, but that's it.

Yes, they will still be legal.

Starting 01-01-2017, the "80% receiver" can be legally made into:
A. a completed stripped receiver.
B. a manually operated shotgun
C. a semi-auto shotgun that uses a fixed magazine*
D. a rimfire rifle
E. a manually operated centerfire rifle
F. a semi-auto centerfire rifle that does not have any restricted features
G. a semi-auto centerfire rifle that uses a fixed 10 or less round magazine*
H. a dimensionally compliant bolt-action single-shot pistol
I. a dimensionally compliant break-top/open single-shot pistol
*Fixed magazine meaning a magazine that can not be removed without disassembling the firearm's action.

Starting 07-01-2018, all firearms made from an "80% receiver" will need CA DOJ approved markings.
^Within 10 days of making the firearm, you must apply to CA DOJ BOF for the marking information, which they will provide.
If the firearm made from an "80% receiver" is marked before 07-01-2018, then it is exempt from needing CA DOJ permission/approval.
Starting 01-01-2019, any firearm, made after 1968, without required markings will be illegal to possess.
