Those of you attacking Reed's for their policy should look at it from the business owners perspective. We already know that most FFL's despise having to do PPT because it takes an employee time away from "paying" customers, time to do the paperwork, time and space to store the guns (which they are responsible for during those 10 days), and to top it all off the have the CADOJ breathing down their necks and video recording every transaction. The penalties for not dotting an "i" or crossing a "t" are severe for them and can put their very livelihood at risk.

I ask you, how would you feel if you and your business were put in that position? I don't blame Reed's, I blame this God-forsaken state. We've already beat the 10-day waiting period in court yet they still refuse to acknowledge this and continue to stall it. OUR ANGER SHOULD BE BROUGHT TO BEAR UPON AG KAMALA HARRIS AND GOVERNOR JERRY BROWN!

While you guys are all up in arms over someone trying to protect their business the state continues it's attack upon law-abiding citizens with their unconstitutional "laws".

Get it together people. Focus on the real "enemy", not on the businesses that are caught in the crossfire.

Most of you won't get or understand their position because you are not a business owner. Those of you that are should absolutely get it but I'm sure there are a few that won't, because God forbid you be inconvenienced.

If it's not daylight savings & you arrive for pick up after 240 hours, they'll have to release the gun.

I bought a gun at Big 5 & the salesman tried to pull the 11-day crap. I calmly explained the law & suggested he check with his supervisor - who told him to release the gun.

Irrelevant. A business is not protecting itself by adding more wait time than legally required by law. If the DOJ is "breathing down their necks & videotaping everything" so what? If the FFL is following the law, the DOJ is not going to say, "You are complying with the 10-day wait as required, so you're in trouble."

$100 fee for missing your pick up date by one day is more than just an inconvenience. I'm sure there are a lot of customers that need to wait til the weekend to make their pick up.

This isn't about the 10-day wait, it's about the inconvenience of the PPT in general for the FFL, and people not picking up their firearms in a timely manner. I recently did a PPT at Reed's because it was where the seller wanted to do it. I had no idea about their pick up policy, but the clerk there explained it to me. I must admit that I was a bit taken back by it at first, but since I do not allow my guns to sit and wait for me past the 10 days I really saw no issue with it. And keep in mind that I was traveling from Modesto to Santa Clara to do this PPT. I made sure to make the time to go and get it on the 241st hour!

The clerk went on to explain the at the primary reason for their policy was that so many people just decide to pick it up "later". He said, at the time, that they had over 100 handguns alone that were past 30 days in their safes. 30 DAYS! WTH?! Not to mention the long guns. I don't know about any of you, but I've NEVER let any firearm purchase sit at the shop longer than it had to. I made, and make, the time to pick it up as soon as it can be released.

Also, at least two clerks mentioned that actual customers who were browsing and purchasing from Reed's stock would be helped before any persons there to do a PPT, even if you signed in before them. Again, they are serving THEIR customers first. I don't do business with Reed's because they are simply to far away for me, but if LGS in my area were to do something similar I don't think I'd boycott them. Instead, I would try to understand their position. Again, if you're not a business owner you probably just won't get it.

Also, they mentioned that they tried a lesser fee, I think he said $20 or $25 at first, and it didn't make a difference so they upped it to $100.

Of course PPT's are an inconvenience to the FFL. Hell, they are a big inconvenience to all of us. Nobody likes the PPT process, but I don't think there are very many people here that don't/can't empathize with the impact they have on gun stores (or recognize the possible benefits too). The idea that anyone who doesn't own a business wouldn't get Reed's frustration with PPT's is ridiculous.

Considering how draconian Reed's policy is though, you have to wonder if the problem isn't actually Reed's failing to understand where their customers are coming from. The state forces us to go to an FFL to do a transfer (we don't want to be there for that purpose any more than Reeds wants us there for that!). Fine. The state forces us to pay fees to do a transfer, part of which goes to the FFL to conduct the transaction (I get the FFL's don't feel it's enough, but they need to take that up with the state, not us). Fine. The state forces us to wait ten days for pickup. Fine (ok, none of this is really fine, but that's beside the point here). Now, after we jump through all of those hurdles, there's Reeds with a predatory policy that gives us absolutely no margin of error before they slam us with yet another fee, and a ridiculously high one at that. No, I don't think the problem is our lack of empathy/understanding for Reeds...

I disagree that their policy is "predatory". I see as more of a way to get the buyers in PPT's to pick up their merchandise as quickly as possible. Look at it like this.. You buy a used car but then leave it at the lot for 30 days before you pick it up. Do you think the dealer or lot owner would not charge you impound fees?

I understand where you are coming from.

The way I see it though, we are already paying storage fees in our basic DROS fee and Reeds knows it. When the legislature enacted the PPT process they intended to give us a specific number of days to pickup our gun as they set a 30 day limit on the DROS. They expected that the fee they mandated we pay to the FFL to process the PPT would also cover the storage of the gun too (Note that this was way back in 1991 and long before Reeds made the choice to transition from a fairly large sporting goods store into a much small gunstore/range - they new what they signed up for!).

Unfortunately, since 1991, operating costs have risen and the fee we pay FFL's to process PPTs has not increased. Clearly, the low payment is Reed's biggest issue with doing PPTs as the have found a way to make PPT gun storage work for decades. Plus, lets face it, they are in the business to make money and they would happily have a storage problem if they felt they were getting paid enough to deal with it.

So, Reeds has decided they are no longer getting paid enough to make PPTs worth their time. Problem being that they are mandated to do them and their fee is statutory and only the legislature can raise it. So, they came up with a "clever" new idea, the "storage fee". Of course conveniently forgetting that storage for up to 30 days from the date the DROS was submitted was already supposed to be included in the original fee.

Now, as if it wasn't bad enough that Reeds decided to double dip us on the fees (the customer who is stuck in the same crappy PPT boat that they are, rather than taking up the issue with the legislature), they decided to double down on us by applying the fee after only 24 hours.

So, to me any additional "storage fees" are unreasonable given everything noted above, especially after only 1 day. That said, I do understand the business side of this and recognize the store is getting pinched by flat fees and rising costs and they are looking to survive/thrive. So, I honestly wouldn't have a huge issue if they had been reasonable with their extra fees. $20 after 3 days, $50 after 10, or something similar at least gives those of us with long work days and busy lives a fighting chance to avoid some or all of their additional fees. Unfortunately, Reeds is clearly not interested in trying to give me a fighting chance. To make matters worse, they seem to not care that many of us who did PPT's there were also regular customers of their preferred revenue streams. It seems they simply want to either cut down on PPTs as much as possible or, when forced to do them, make a killing on them by reaming us.

Mine too, now. Generally I agree with this concept too.

In this case though, this is not correct legally speaking as the PPT process and related fees and storage times are statutory and were not supposed to be up to Reeds or any other individual shop.
