I don't know where you live, but in my town, but I can often buy an entry level AR cheaper than a Mini-14.
Also the ton of alterations you need to make is actually 1, install a bullet button, man that's a ton of alterations!
Also, unless you have Mini mags that you possessed in Cali prior to 2000, you are limited to 10 rds also, I'm lucky, I do have 10+ mags for mini 14's and 30's, I don't even own the 30 anymore, I do admit bullet buttons suck, my AR's are RAW's so I don't deal with them, but I did build an AR for my daughter, cost me just about $400, can't by a mini for that, anyways it had a BB while it was in Cali where I sighted it in and test fired it. That BB came off as soon as I crossed the Nevada border on my way to my daughters, yes BB do suck *****
Seriously, I'm a mini fan, but there are more options and accessories out there trick out an AR, I prefer stock though and out of the box my AR"s are more accurate than the Mini's I've had out of the box.
I'm my safe, there's room for both.
