Immediately post Heller I would agree with you. To ban a featureless rifle would mean a blanket ban on all semi-auto rifles, which seems like it should be easily overthrown given the Heller decision. However, that's not how it has played out so far. Several other states and local governments have assault weapons bans that are more restrictive than ours, and so far the courts have upheld them, which means banning all semi autos will probably also be upheld, at least in the near term. At least this is what the politicians are betting on.

If they ban bullet buttons, they'd be creating a whole hell of a lot more RAWs. They should probably be careful what they wish for.

I hate to be pessimistic, but it seems that SCOTUS does not want to hear 2A cases right now (as made apparent by Jackson v SF). I think this is because they know that there is no real way to interpret the second amendment in a way in which civilians do not have access to firearms, and that they would have to uphold Heller and strike down all these laws banning AW's. But they don't want to do that amidst all these mass shootings because they will get way too much crap for it. So they're waiting and hoping things calm down. Until then, I suspect they won't hear 2A cases, which leaves the lower courts free to do whatever they please. I'm guessing this is the reason blanket bans continue in states like NY, despite Heller.

It could go either way. The real question is whether it will be all semi-auto rifles, because that's the bill that Brown vetoed. Not just bullet buttons, but all semi-auto rifles. Then the question is whether they will allow registration of existing rifles. Even though the legislature would love not to, there may be political reason to do so because the only other alternative is confiscation, which they claim is not on the table. Confiscation presents many problems logistically, but also politically it might hinder them because it will be harder to continue lying about their goals. But it could go either way.
