3) Drill und tap receiver for RDS mount

5) Optional: tap muzzle for threads for flash hider

I have a Tula letter series that is fairly accurate. However the average SKS is not what most would consider a tack driver.

Most military grade semi autos aren't tack drivers. I don't see that as a detriment, that's just not what it's built for. If you want a tack driver, you build a dedicated precision AR or bolt gun with ammo that costs $1/round, not a 60 year old military rifle with a chrome lined barrel shooting the cheapest ammo you can find.
But for me, plinking with a very cool, well built rifle that shoots readily available, cheap ammo, and hitting what I'm aiming at from 0-400ish is awesome. The fact that it's good to go in CA in it's stock configuration is icing on the cake.
