USPS priority - despite the innuendo of the name and how they advertise is and try to sell it to you - does NOT have a guaranteed delivery time. 1-3 days literally means nothing... nothing... as it is NOT guaranteed. First class can often be just as effective & quick & less cost. I've argued with them about this fact numerous times as I send & receive a lot of packages.

And yes their tracking can lag big time. Even with their recent update to modern live tracking I sometimes get things before they even show up on tracking or while it shows it in another state.

Last if you send by Mail Innovations they use UPS and it is yye slowest known delivery on the planet with the lowest sorting priority - everything gets handeled before this method so it can take 10-12 days no matter how close the package is to you to start.

Because it isn't a gift. Now that your buyer is contesting the sale, PayPal knows you're abusing/misusing your account and could likely shut it down.

As everyone has said. The buyer needs to be patient. I have been very successful with USPS both shipping and receiving but it is certainly nother perfect. I've received packages with the tracking never updating. I had a package recently go to another state then show up inexplicably a day later.

3 days is not enough to decide anything about the package when USPS Priority is the subject. I sold some Google Glass I won, on ebay for $1400. It took about 8 days to get to NYC, but after 5 days I had decided it was stolen by a USPS employee. Buyer was starting to make noise and I had not insured it and was crapping my britches over throwing away $1400. Luckily it arrived and the buyer was understanding that the delay was completely out of my control.

I have had shipments take longer than 3 days to arrive to me, and some I just gave up on but they all eventually showed up.

Iv heard a story where my brother sent money via PayPal gift..

When there was a problem with the transaction he simply told PayPal that the seller required it to be sent vi gift instead of goods so he obliged. He got his money back

He sent the money as "gift". He has no recourse with Paypal.
