Because, what is "standard capacity" and "high capacity" changes depending on what type of firearm is being discussed.
Generally... standard capacity equates to what the manufacturer designed it for and high capacity equates to anything over what the manufacturer designed it for.

Example...
Colt M-1911A1...
... standard capacity is 7 rounds, high capacity is anything over 7 rounds.
Therefore, you can have a 1911 magazine that is high capacity magazine but is not a large capacity magazine.
