I would disagree here. Generally, people use that phrase to describe people that are either breaking a law that is loosely enforced (decreasing the chance of being caught), or those that are breaking the law but obfuscating that underneath legal activities (again, decreasing the chance of being caught).

SSE and bullet buttons were more like following the letter of the law (if not the spirit).

My request that you define the "letter of the law". That you mention. That so many FUD spouters have erroneously claimed exists that justifies their repeated accusations.

Since there is not such a law. As has been mentioned by many here previously. There can be no breaking or skirting of a non existant law can there? Nor "obsfucating" to hide non existant illegal activity under legal activities. How can you decrease the chance of being caught for doing something that is not against the law to begin with? And the "loosely enforced" comment is a bit troubling. How do you "tightly enforce" a law that doesn't exist?
