Buy a lock separately beforehand. Take it to the lgs along with the receipt, and use that to avoid having to purchase another lock. Then return the lock later for a refund. Problem solved, if you don't mind a little extra hassle. You don't even need to unpackage the lock.

Did a PPT in 2013 and the revolver had a trigger lock on it when we went into to do the PPT. Was told I'd have to purchase another gun lock as part of the PPT. Did it then and there. Went back after the waiting period and picked up the gun and gun lock. The gun lock was still in the plastic bag it came in. Very strange.NRA Life Member

I'm buying a Ruger .44 mag out of state, I do not need to buy a lock for it. My safe at home will suffice. What does the Fed law have to do with it?Comment

It's very simple. As a FFL we are required to follow both state and federal laws.
To satisfy the Feds your handgun will either come with an approved lock, you will supply an approved lock with a receipt showing it was bought less than 30 days ago, or you will buy a lock at the time of the transfer.You, you, and you: Panic. The rest of you, come with me.
Incoming fire has the right of way.

so - - - Am I right that the sticking point seems to be just the safe affidavit? California will accept it but the feds will not? But in the case of a handgun purchase/transfer ownership of a safe can be proven to the feds by presentation of a receipt for its purchase? This is weird!
