I would disagree. Buildings are usually initially permitted for a specific use, or the permit may cover multiple possible uses, for which the building and included infrastructures were designed for. To then use the building for something outside those initially designed/engineered/permitted uses would likely require additional permitting for fire code and environmental aspects for example.
Now.....if the building were in an area where shooting was already legal outside, and the sound of gun fire would not alarm anyone or cause the authorities to be summoned you could prolly get away with it without anyone noticing. But taking that risk would be up to you.
