Actually, the bit NoJoke is highlighting is state/individual right, and that was Heller.

I investigated the website a bit, because of No updates since 2010.
The rather sad discovery... the author has died:

This website was setup by Steve's younger brother, Rob, as a personal tribute to Steve's memory.

Father, husband, brother, son, patriot, soldier, coworker, and friend, Steve was such a presence in our lives that I felt his website should not just disappear, but live on with a tribute to who Steve was. When Steve died, a void of unimaginable proportions was left behind.

I think about Steve everyday and miss him very much. Thank you for stopping by and sharing our memories
