Of course it is. Contact tracing is also considered a "case". The obsession with counting cases is calculated psychological terrorism.
IMHO the people doing this suffer from TDS or are communists. They will do anything to further their agenda. They are amoral. They probably see the deception as justifiable to achieve what they consider necessary. They are playing a very dangerous game that could go terribly wrong. In the end they will be heroes or useful idiots depending on how it shakes out. Or worse, for them, the collaborators are normally murdered when the communist regime takes power.
We will know how this will turn out in a week.

Counting a non tested case is like saying you are guilty until proven innocent.
As for Utah, schools are open... normal class sizes, restaurants open and trick or treat is on.
Individual COVID cases do not shut the school down like in March.. Can't operate like that.
Europe's approach failed as they're going to total lockdown again... This time with massive public opposition.

A COVID-19 case includes confirmed and probable cases and deaths. This change was made to reflect an interim COVID-19 position pdf iconexternal icon statement issued by the Council of State and Territorial Epidemiologists on April 5, 2020. The position statement included a case definition and made COVID-19 a nationally notifiable disease.
A probable case or death is defined as:
A person meeting clinical criteria AND epidemiologic evidence with no confirmatory laboratory testing performed for COVID-19;
A person meeting presumptive laboratory evidence AND either clinical criteria OR epidemiologic evidence;
A person meeting vital records criteria with no confirmatory laboratory testing performed for COVID-19.
