That's probably the best case average of the whole US, and still way too late for contact tracing.

So if 50% of tests take longer than 4.27 days (you don’t link to your claim but I’ll take your word for it).. what you are saying is the 50% remaining is useless for contact tracing/breaking transmission chain purposes. The testing numbers are being pumped for show.
