The mitigation measures aren't to stop the virus from getting established in the population, that's what international travel restrictions are for. The mitigation measures are to stop an already established outbreak from accelerating beyond our means to treat those who become seriously ill and eventually to slow the infection rate below sustainable levels.
How long it takes the initiation phase of a new outbreak to ramp into a meaningful infection rate has no bearing on whether or not mitigation becomes necessary to stop its acceleration phase.
