Here's how Swim would handle it:

That man doesn't have his app. He could be infected so he's a potential threat to my life. If he breaks the 6 ft barrier I'll fear for my life and be justified defending myself...

For those of us without cell phones do we get a micro chip installed like you would do to a pet?

I have a feeling Newsome doesn't actually know when this will be over, two weeks and two weeks etc...

Your bank and Cc company track your finances and report suspicious activities to the government. You use the internet and your search history is stored by your ISP. Facebook tracks your web activity even if you don't have an account.

Police scan licenses plates as they drive by and check against a database...

Do you think you aren't already being tracked. Watched for criminal activity and advertising? You participate in this system. You have freedom of choice and could move off grid but you don't. You tolerate it.

But you wouldn't tolerate an app that could save lives and allow everyone to get back to work? You'd be willing to sacrifice your elderly relatives and the American economy because you don't want to use an app?

Or Maybe you don't use a phone, use the internet, pay taxes, don't have a bank account, and don't drive? Maybe you're truly free? Or maybe you live with the illusion of privacy and freedom like everyone else.

I smell the creation of a new Department of Pandemic Recovery staffed by 300 new State employees and headed by a $300k Newsom appointee. It should only take them 5 years to finalize the recovery

If you cut out every time Gov. Gav goes "Uhhh" between sentences, and each time he says "Meet the moment", you're down to about 3 minutes of content.

You do know the data that is now coming out is showing the risk factor of dying for a healthy person under 65 is very, very low, like driving to work risk. When this is all said and done I'm pretty confident the overall case mortality rate will be something like 3x-5x the seasonal flu, but heavily skewed towards the elderly with comorbidities. Also reports coming out showing that only something like 1% of deaths for all ages did not have a comorbidity.

If you have a seriously compromised immune system, or are older than 65 and not entirely healthy, stay at home for now and limit visitors. Everyone else get back to work, including kids back to school, with some basic provisions to decrease spread such as wash hands, don't touch others you don't live with or your face, 6' spacing or wear a mask in public if on public transportation or other crowded place, don't go to work sick, check your temp daily if interacting with others. Business can also do temp testing and enforce their own social distancing policies as they see fit, such as continuing to have people work at home.

Better testing and tracing will also help slow spread, but are not necessary to get back to work. A tracking app should be a non-starter for all Americans as the risk factor is so overblown.

You mean like the one Ahnold created when he was gov that was subsequently scraped during the housing crisis?

Guaranteed this will happen, and it will end just like Ahnold's plan, as a waste of tax dollars.

Maybe that would be enough in areas we aren't packed into subway cars. Our current numbers are way better than anyone expected. It's really hard to say but ya, it's not looking as deadly as initially thought and that's great news.

A tracking app could still be done in a way that preserved privacy and doesn't share the data outside of the app.

                                In summary:

                                - they have a plan to make a plan but aren't releasing the final plan

                                - we have to wait 2 weeks before they release the final plan and set a schedule (its like they were part of CGF or something lol)

                                - They were asked what the testing capacity needs to be to start the plan. The couldn't answer and went in circles for 3 minutes.

                                - They are still using a model graph from a month ago that shows astronomic numbers that are so big you can't actually make out the current data its so low.

                                - They put a 6 step indicator on when they will be ready to start to open. Looking at that list, a few were irrelevant IMO (therapeutic coordination for instance ) and others we probably have. The one we don't is the testing and tracing.

                                - He mentioned an approved App. so I think we will be going the way of other countries where we may be forced to travel with an app. The chinese one uses a stoplight system where in if you get close to another person that was infected you go red and must stay home. There is also a yellow and green setting.

                                - Reading between the lines it looks like we probably wait two weeks then get guidance for reopening 2-3 weeks after that, so the state is probably looking at the end of May/start of June

                                - One definitive statement for the start of reopen was that ICUs need to plateau and decline over two weeks. (Looking at the data, ICUs already hit a plateau around Thursdays of last week)

                                - Also reading between the lines it appears that the state will be issuing guidance but it will be left to counties on when and how they act.
Newsom has actually been presenting 1 June for awhile now. (There's a reason I included the date in my poll about a week ago.)

The six criteria he laid out for re-opening is fodder for conspiracy theory, laughs, or concern, depending on how an individual leans...

For those dismissing "being tracked" as already happening, be aware that there is a difference between "being able to be tracked" and actively "being tracked." It's similar to resisting GPS trackers in cars so that the State can assess a 'mileage tax.' If the Government is actively tracking your movements, what might that lead to?

Also bear in mind that not 'everyone' carries a cellphone or smartphone. Not 'everyone' has a GPS tracker in their vehicle. Not 'everyone' lives in a city with cameras on every corner. What Thee or me might 'accept' as the norm isn't necessarily a 'norm' for many or even most.

Such also begs the question of HOW they intend to track people. Conspiracy theorists are already pushing the idea that Bill Gates has nano-technology which will fit within a human cell and wants to use vaccines to distribute them to everyone. On a more pragmatic level, Google and Apple are pushing 'contact tracing' via phones that 'everyone' will be carrying; software that, conveniently, they were able to (ahem) 'quickly develop.' While that has also led to some conspiracy theories, there are some legitimate questions which arise as well.

Some of those six criteria also sound suspiciously like a Progressive agenda... Protecting 'vulnerable' populations, control over 'child care,' increasing Government's ability to control things at a "moment's notice." Insofar as "therapeutics," that's more about siphoning money to research entities which favor Progressive agenda in that we already have drug testing underway; some of which have demonstrated, even scientifically (not just anecdotally), a certain level of success. How much more 'research and development' is actually needed and which 'researchers and academic partners' is the real question. (Could "gun control" research be wedged in there... somehow?)

Unfortunately, Newsom's whole speech was less about re-opening things than it was about "here's how I plan to increase Government control," even if it lacked a lot of specifics.
