Great explanation, and it's worth adding that when the action is locked up like the OP's, the extractor does exactly nothing. It wouldn't matter if you removed the extractor all together, the gun would function (or fail to function in this case) the same. If you can freely move the action, but it won't pull the spent shell out of the chamber, that's an extractor issue.
I'll echo what everybody else said, clean it, wipe the end of the chamber lightly with oil, and if you can, get away from the crap-tacular shells. I find that the Federal Top Guns run better in all my guns, but even my Citoris and Berretta semi-autos hate the Winchester junk. The Federal Top Guns are cheaper too.
Going forward, it's going to happen again, no matter what unless you clean a lot and shoot a little, a light bump on the ground or a table while holding the gun by the fore-end will clear it in an instant.
