Nobody sells 870's, new or used, for $199 unless it is an uninformed private party seller or desperate fire sale. Yellow painted stocks are usually dedicated less lethal guns, so double check if it has a smooth bore or rifled bore. Beyond that, everyone has given you as much information and done as much hand holding as you could possibly hope for. If you think $400 is too pricey for a tool that might be used to save your life, then your tastes might be better served at Big 5 with a Chinese shotgun.

How about telling us where this LGS is located. If the gun disappears in a day or two, you will know it was worth $400.

You usually see 870's used a little less than this but the P actually means something here, it's not a gimmick its a better gun than the 870.

will a police trade in wingmaster be around the same price as a trade-in police magnums?

in excellent condition, either one is gtg. value for either model is relative to who is buying, who is selling and if the twain shall meet.

I believe that Wingmasters were used by police before "Police Magnums" were introduced. This means many PD trade-in Wingmasters are probably older production models and so you should try and get ones which already have the flexi-tab conversions done.

The factory flexi-tab upgrade is a critically important thing to have on a defensive 870 and normally costs no less than around $100 in parts so it's definitely something you'll want to try and avoid having to buy separately later.

i believe the flex-tab conversion was introduced by Remington on their shotguns in 1984. i agree with Brandon04GT (post #24) that it is most prudent to purchase an 870 that already has the conversion if the shotgun will be used in a defensive role.
