      Can you elaborate on this a bit further? I have been told that when you place an (NFA approved) short barrel on a PG only shotgun, you have created a handgun, even though it is an AOW which is by ATF rules is not a handgun. By CA law, though you have manufactured a handgun which is not on the roster. So you are subject to the SSE (or were last year), and without the exemption (SSE) in force, you have created an unsafe handgun in violation of CA law. Mind you, after you purchase the shotgun, no dealer is ever involved again, and the roster only applies to dealer sales.

      This is very puzzling to me, but if the above is true, that I would be manufacturing an off-roster hg in violation of CA law, then I see no way this can be done legally since 1/2/2015.

        The roster doesn't just apply to dealer sales. it applies to manufacture as well.
