    If I remember the argument correctly, just the existence of the "bad" features is enough. That it is "switched-off" is irrelevant.

      It should be noted that the SKS has a gas tube shut-off switch, which can render the rifle inoperable as a semi-auto. A pull of the charging handle is necessary to fire each round. It is still considered a semi-auto rifle however.
