    Nope. If you legally own a 10953 round 12g drum and attach t to a semi auto shotgun, it is legal as long as it is not "detachable".

      You have to look at the guides the ATF puts out every decade or so. It's not written in statutes anywhere. Since 1994, "non-sporting" configurations have roughly paralleled the Federally banned "assault weapons."

      The Saiga 12 is basically a 12 gauge AK-47, and would be be banned from import under the 1968 GCA as "non-sporting." So they swapped the pistol grip for a straight stock and made it "sporting," and eligible for import.

      Putting a Raddlock on a Saiga 12 does not change its "sportiness."
