Any suggestions as to what kind of mechanical clay thrower works well and doesn't break the bank .

How small or large is your bank?
You can get a simple plastic hand thrower for about $10 or less at WM. You can also buy a PatTrap for several thousand.
I have a foot release Trius that cost about $100. No need for a second person to throw. You can also get a pull release Trius for less and jury-rig a pull cord release.Jack

Treius make pretty good units. I have the foot control one. They are available from gamaliel.com

and I'm satisfied with it. It can throw singles and doubles. You need to anchor it or it will walk around on you.Jack
