It is 100% legal, it is also 100% not illegal.

I would want to know two things:
        1) is that muzzle device permanently attached?
        2) if it is not, is the barrel length and OAL still within legal limits?

It otherwise looks CA legal to me...

No prob, double negatives are considered poor grammar for a reason very good reason, so I was kinda asking for it.

i have had good & bad experience pertaining to the legality of a firearm. i tried buying a glock before but they would not sell to me as it was hi-cap. i stated you can send it, and my FFL will take the mags or they could ship it w/out. they kept stating that because of the coding on the box, it is considered illegal. i stated that this is not true and that i have bought handguns from other retailers who shipped it w/out or have disassebled it for me prior to shipping. they just couldn't grasp the concept that the actual model firearm was legal as long as the hi-cap issue was taken care of.

Basically on a pump shotgun, the only legal requirements are that it's over 26" in overall length. If that muzzle break is permanent, I'd say that you're good to go. Semi-auto is a different story.

And that the barrel is at least 18" long.

Whoops, yeah, forgot that part. But if you're going pistol grip only, and you're going to be over 26", it's pretty safe to assume that your barrel is longer than 18". Though, to be correct, I should have included that. Thanks for backing me up!
