You can also try loading your own, or convert cheap target birdshots and replace the lead shots with something else.

There is a Youtube channel, Taofledermaus, owner is based in California and he does a number of videos loading strange ammo (some of them not very lethal) into shotshells.

PC 22810 (e)(1) is the more relevant citation.

22810 (e) (1) No person shall purchase, possess, or use any tear gas weapon that expels a projectile, or that expels the tear gas by any method other than an aerosol spray, or that contains more than 2.5 ounces net weight of aerosol spray.

They are correct on it's usage.

Under CA laws, discharing a firearm at a person is considered assault with a deadly weapon regardless of the type of ammunition being used.

So, the standard to determine if shooting a person with less lethal ammo is justified is the same as if shooting the person with standard lethal ammo.

I’d hate to get sued by the perp if I end up maiming him in the event of a home invasion. Plus what if he shrugs off a beanbag or rubber bullet and manages to close the distance where he can disarm me or he has a firearm/knife/club/ etc.. of his own?
