I have 9 year old twin boys. I bought a weatherby sa08 compact shotgun in 20 gauge for them. It was on sale from buds gun shop for I believe $429. It's a bit over your budget but it's had about 1,000 rounds through it of various types and not a single hiccup. It just works. I slip on a recoil pad to extend the lop and use it as well.
