pre exposure rabies vaccination does exist and many animal handlers, veterinarians, get them, titers should be taken every few years to checkimmunity levels. I got my first one when in vet school and have continued to take them every 5 years or so.
I am surprised at necropsy they were able to determine the dogs condition yet were not able to get a sample from the brainstem to get a decent direct flourescent antibody test. I would not have gotten the post exposure vaccines, even living in your area.
next time you have to shoot a mammal that is suspected to have rabies go for a lower spine or heart/lung shot. a shot between the eyes leave sufficient material for testing if the brain stem is also intact
