There are many threads about the SR22 falling off the roster. Do a quick search.

The roster does not make it legal or not.
It makes it available to be sold first hand and transferred in other ways other than PPT.

You can still get one by:
        Being Exempt.
Moving into the state with one.
        Family Transfer.
        SSE.
        Used thru FTF PTP.

Yes it's legal still, but you can no longer purchase them new.

          Sell you mine for $1000

So my dad is retiring in a few months and he really wanted a SR22, we all know it has fallen off the roster. My deadbeat brother was supposed to get him one months ago but he didn't...well because he is a deadbeat. I do have a friend that is willing to sell me his lightly used SR22, so I can do a FTF PTP...but he lives in Arizona. He's going to be visiting in a few weeks and will bring it to sell to me IF we can do the FTF PTP. Will it be a problem that he lives in Arizona?

Yes, unfortunately he has to be a California resident to sell a gun to you via private party. There are a few exceptions, such as military personnel who are permanently stationed in California. But for the most part, you're best bet is to find one on the used market.

Does anyone know why the gun has fallen off the roster? It seems like a pretty "safe" gun to me: .22 caliber, 10 round magazine, external safety, magazine disconnect...

It hasn't "fallen off the roster".

It was removed from the roster; and yes there is a difference.

It would appear that Ruger made some changes to the pistol AFTER it was approved and these changes were enough to make the CA DOJ remove the gun from the roster and require a retest. Well when this happened the micro stamping hand gone into effect so it will not be getting retested.
                Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Just locate one used from a private selling, they are out there. Be prepared to pay $200 or so over MSRP.

Worth it in the long run, hell of a nice .22 pistol!!

                    Some people are crazy.

I saw someone the other day asking $560 for a Beretta Neos. Was once on the roster and now off roster. Brand new they are like $279.

I got mine about 3 or 4 months after they fell off the roster used for $200.

Maybe Ruger will write a amicus brief and join the Pena suite like Glock. Having been estoped from resubmitting to CA DOJ due to a 'fictional technilogical therory' seems to confirm that the Roster serves no purpose but to ban handguns!

Needs to be a grandparent or parent or child or grandchild, in order to be able to use the out-of-state intra-familial gift exemption.

If your family member does not fit one of those, then it needs to be modified into a dimensionally compliant single-shot pistol.
