It is only legal to obtain a new one if you possessed a magazine prior to Jan. 1st, 2000 and are using the parts from the magazine to repair that.

Since the Mossberg 715t came out in 2010, it is highly unlikely this is the case. Thus you would not be allowed to get a 25rd magazine for this rifle in CA.

The only way to have a magazine greater than 10 rounds is to have had that magazine before the ban became effective. You are then able to repair those magazines that you already owned. For a newish gun with a proprietary magazine like the 715t, you're out of luck in being able to buy/get/import a new 25 round mag inside of CA.

If you somehow got a 25 round magazine, it IS legal to possess.

You could also order a 25 round magazine, broken into parts, if you permanent block it so that it can't ever hold more than 10 rounds. Assembling the parts into a magazine that can hold more than 25 rounds is a felony.
