    Not on a rifle (at least until 1 Jan 2014) but when Ruger replaced my wife's pistol they sent a check to cover the cost of the second DROS.

      While there is no requirement for the OP to use an FFL on his end to mail his rifle into Ruger's Service Dept (they are a receiving FFL), for him to mail his rifle directly to the Company President DOES indeed violate the law.

      Ruger WILL make it right and since the shipping is paid by Ruger BOTH ways the OP isn't out anything.
      Your right. I was up to late when I wrote all that. But I would hope Ruger will get it right for the OP.
