This would be my pick. I missed out on the FV version @ Riflegear. They had them during the week and when I was able to get out there, sold out.

I was able to pick up a regular MK II @ my LGS. Comes out in 9 days. For the price and the features you get its my choice. Under $250 before DROS and Tax.

The CZ all day long! Unless you could find an older NS-522.

Given your budget, I would consider a used rifle. IMO used CZ > new Savage (I've owned both). If you must have new, then I would go with a Savage. Mine was an absolute tack driver, and the Accutrigger is very hard to beat. I also suggest shooting with irons. Ringing steel at 100 yds with irons is a good way to build marksmanship, and a top-notch set of irons would cost a bit less than the budget scopes listed here. In my experience scopes get boring fast :P

And you'll still be under budget

If you are a little flexable on ammo choices, you also might consider 17HMR in bolt action. The ammo does cost more, but with 5 round mag and bolt action, it slows you down. $/hr of shooting, the cost is about the same as my 10/22.
17HMR at 100yrd + is a kick. Don't get me wrong, still enjoy shooting 22LRs.
Just bought a Savage 93 and it would be in your price range for rifle only,
              scope would be extra.
