They tend to be a bit more accurate.

For under $400.00 you are pretty much limited to the Ruger semi-auto handguns or the zinc 1911's,e.g., GSG/SIG 1911 .22, SIG Mosquito, Colt 1911 .22, Walther P22, etc. The Ruger SR22 has an aluminum slide so that's a good thing. No one mentioned the new Browning 1911 .22 A1. Excellent gun. A lot of people don't like the fact it is only 7/8ths the size of a regular 1911. I have one and it is probably the best .22 pistol I have owned. I have a SIG Mosquito and traded in a P22 for it. It is a bit pricier than the others though.

S&W 22a was missed as well. For about $250 it's hard to beat accuracy-wise. I spent last night rimfire shooting with my buddy and the little 22a grouped as well as our scoped rifles at 25 yards. My new SP 101 .22 had 3X the group size. I just wish the Smith looked as good as it shoots.

If you are willing to spend a bit more than your budget by about another 100 then:

                Browning ATD
                Browning BAR 22 (rare)
                Marlin 39a

If your budget is pretty set then:

                Henry 001
Used winchester pump action (a rougher one should be within budget)

Everyone has a ruger 10/22, a cz, etc; the ones mentioned above are quality firearms that you should consider until you have narrowed your intended style of shooting down.

Well everyone has already mentioned most of the standard great rifles and pistols, but one has not been, the Ruger Mark III. I used Gun Genie and found that it is in your price range, but may be hard to find and they are a great, accurate pistol. Throw up a scope and you have a cross between a pistol and a rifle. Personally, I prefer the MarkII, but that you would have to find used. When I see them up for sale used (rarely) they tend to be about $300. Funner than heck to shoot, low recoil and extremely accurate. Good luck on your decision.
