They are the Civilian Marksmanship Program (CMP). They sell surplus US Gov rifles, ammo and other gun stuff. The Kimbers were purchased by the Army for competition shooting but never issued. The non-rustys are sold out ($600) but they still have some rustys available ($400+shipping). Most folks report no rust when receiving their rifle, some a little but never heard of a lot of rust in any of them. Also you can expect to have a box cutter slice on the stock from the bag being cut open for inventory. Mine has 2 but not deep and hard to see except in just the right lighting.
Its a heavy beast, 10.5 lbs and not suitable for packing around in the woods. I use it for benchrest shooting only. Fantastic peep sights and grooved for mounting a scope. Remember its a SINGLE SHOT rifle.
