Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

LCP II 22 doesn’t have CLI. it doesn’t need CLI to get on the roster as it is a rimfire semi-auto. The only thing .22LR semi auto pistols need to get on roster is mag disconnect safety, which this gun does have.NRA Pistol/Rifle Instructor

thanks, hard to keep it straight. So the only difference between CA and free state LCP .22 is the mag disconnect - anyone know what parts they added for that, anyone removed it yet?Comment

The magazine disconnect mechanism is a standard feature on all Ruger .22LR LCP II.
The only difference between the CA version and the non-CA versions are the SKU #.sigpic
