Those of us that have competed for USA Shooting and gone through the qualifications to be eligible for the Olympic Games have done this for years.

Eley has a testing facility in Winters, TX as well.

My rifles vary. Some like Eley some like Lapua.

I use Wolf Match Target with a .22 conversion kit in a Rock River NM A2 upper and the resulting groups at 25 yards are (for me) breathtaking. Just sitting down Indian style.

When I was shooting rimfire bench rest (ARA) at my club, we all invested in a bunch of match ammo from Eley, Lapua, Wolf match Extra and others. Most of us found that Eley Black Box match shot best. Most of us have tuners so we could dial in for a specific load. While some got to the point of loads from certain machines and even lots, most of us found that with tuners, we could get certain velocity ranges to shoot best in our rifle. For me, that was 1058-1059 FPS velocity. ( I have a Rem 40X with tuner, Jewell trigger, etc.) Rimfires will drive you crazy, though, as you still get a rare flyer.
Prior to this rifle, I had a CMP Kimber 82 G without a tuner and with an 8 oz trigger. Surprisingly, it shot Wolf Match Extra better than any other brand. I did buy a case of that lot!
The process with going to Lapua or Eley to try out several of their lots is a great one.
        Great video.

Subjective I suppose..I am plinker..CCI is the best for me..Always goes bang if the Firearm is doing its part. Mine do.

If I shot paper though..I suppose that would be different..

This is a 5 shot group I managed a few years ago at the local indoor range.

Lapua Center-X, 5 shots, 25 yards, offhand (standing) position. Iron sights only, per international rules.

The one outside was the 5th shot.

Great offhand shooting! I shoot targets mainly off the bench.. These are bench groups at 50 yards and not the best but what I have pictures of on my computer. Eley Black Box

I thought "best" was whatever your rifle likes best and you can afford to pay.

                    Not exactly rocket science.

^This. "best" is a pretty generic term and could mean a lot of things.
For functionality it's hard to beat CCI.
Most "Match" rounds are lower velocity which helps with accuracy but also may not function and cycle well in some guns.
You just have to try and see what works best for you.

Every gun is different, every barrel is different, ammo is different, and even every manufactured lot of ammo is different.

It's up to you to figure out what's best for your rifle. Once you find the best, buy as much of that specific lot of ammo as you can. Because you may be back to square one once you've run out of that manufactured lot.

The absolute best ammo, as I've said in numerous posts, is the type that go

That's always been the rule of thumb, particularly with rimfire ammunition.

It's also why so many never take the time or go to the trouble of figuring out what is "best" for their rifle. Why? Because not everyone is in a position to be that picky, particularly if they aren't competing for group size. Even if they are, discovery of, as you say, a specific lot and being able to access a sufficient quantity of the same lot isn't always a practical possibility.

That doesn't mean the "search" itself isn't fun in and of itself. But, as alluded to in the video, it can become expensive and there's always the 'concern' rattling around in your head of... "Is this really 'the best' or is it simply the best of what I have tested or on this day, in this place, based on my present ability in this moment?"

In other words, there are reasons I hesitate to deem any rimfire ammunition as "the best," even for/in a specific firearm. Not the least of which is that I don't shoot for 'the smallest group' so much as 'consistent groups' in that I hunt with rimfire, I don't 'compete' with it. For me, it comes down to, roughly/approximately in order...

To be practical, the best .22LR ammo is the one that you buy in 2021 and pay at the price in 2018.
