Old parts you take off can be resold on eBay, and you can customize it as your needs and budget allow. I have multiple 10-22's, but I never got around to buying that GSG....
That's what is cool about the 10/22. You can put in anything from pistol grip folding stocks to making it look like an M1 Carbine, build it in to a heavy barreled target rifle or whatever, but I like my barrel band carbines just the way they are, plinking golf balls accurate to 100 meters or so.

10/22 all day. There's just so much aftermarket support. They shoot great out of the box but who doesn't want to customize their rifle....

I considered the GSG but the magazine safety was a deal killer for me ... also the rebounding hammer design that some owners have blamed for OOB issues.
If you do get the GSG set aside a few bucks for the "conversion" kit that restores the pre-lawsuit appearance.

Have a GSG-522 and it is very reliable.....I put 1500 rounds thru it with out cleaning, no jams, just the normal..occasional .22 cal dud (bucket-o-bullets). But Honsetly it's not nearly as accurate as a 10-22.

Can you shoot a squirrel at 50 yards with a GSG? Can you shoot a snake with a 10/22 at 5 feet? I would go with the 10/22.

Get the basic 10/22 then replace everything so it no longer has one Ruger part on it...because that's good fun and you'll end up with more than one gun!

Always factor in the cost of a GSG-5 conversion kit when looking at the 522, well worth the $20.

There are many articles on how to fix one that tends to jam too. I love mine, and I recommend both, but get a 1022 first.

Overall length needs to be 26" or greater with the stock folded.

Some types of folding stocks for the GSG-522 will drop the overall length to less than 26", which makes it a SBR under CA laws.

So, it depends on which folding stock for the GSG-522 you are looking at.

                              AFAIK... (not 100% sure)
A3 style collapsible stock = CA legal, overall length is over 26".
PDW style folding stock = CA illegal, overall length is less than 26".
UMP style folding stock = CA legal, overall length is over 26".
