You don't get free shipping on the whole order. You get free shipping on the one item, so that shipping charge is credited against the entire shipping charge.
Say your shipping total is $17. You add one of those $3 combo knives with free shipping. Your shipping charge goes down to $12 for the entire order. As an example, but pretty typical in my experience.
