Best and precision? Has to be Leupold Competition or the FX-3 line. Myself, I went a bit cheaper and have the Weaver V24 with varminter reticle.

I think maybe the question needs more precision, like for what purpose. If precision is the main priority, then the features you'd look for are high magnification, fine crosshairs, fine and repeatable adjustment (e.g. 1/8 moa clicks), and ability to completely tune out parallax at the distance you're shooting. If the purpose were rimfire benchrest, then the minimum magnification is 24x, but higher is preferred (even air rifle benchrest shootiers at 25 yards will frequently be using 36x scopes).

I don't shoot benchrest, but my Weaver T-36 meets all of the above and I love it. If you go to my range on a Sunday morning, a third of the benchrest guys have them on their rigs, so I'm pretty sure it meets the precision requirements.

However, if by "best" you are including optics, then the sky's the limit based on what you can afford. A $2500 scope will certainly be better than a $600 scope when you look through it. It's all about the glass, and good glass isn't cheap. I don't think anyone that ever made the investment in good glass has ever regretted it, at least AFTER paying off the second mortgage they took out to buy it, whether for a camera, binoculars, or a rifle scope. You might feel a little awkward putting a $2500 scope on a $250 rifle though, but if you can afford it, you'll know where that money went when you look through the tube.

Depends on how precise you need it. I'd also ask what barrel & .22 you are using. 3x9x40 barely gets me what I need with an accurate barrel, this is at 50 yds. My gun is a bit more accurate than my scope at that range, with that set-up.

Decide on the gun & type of use intended, go from there.

Can't go wrong with a Weaver T24. T36's just don't seem to work as well for me, but you may have different experience. Leupold Target scopes are great too, lighter and a little more pricey than the Weaver.
Don't over look the no longer made Weaver KT15. Find them all the time on Ebay and Gunbroker. They usually go for 175 to 200 bucks.

US Optics, Night Force, Leupold, etc. If you want "the best" scopes, it doesn't really make a difference if you're putting it on a rimfire or a 50BMG. "The best" is going to cost you.

24x? What are you guys shooting at fleas??

I guess it's because I favor open sights over scopes even in a rifle and main use scopes for target ID. is that a deer in the brush and what is that behind it?

I learned long ago that using a scope to hit steel silhouette turkeys at 400 meter was pointless. The target just jumps around to much. I'm better off just getting my sight picture correct, setting up my Kentucky windage and keeping the blur steady.

It's pretty much the same with my Anschutz and 4x Leupold.

If you must spend money get a better rifle and for God's sake use decent ammo. I can't tell you how many people I've shown Wolf Match, Norma and SK ammo to with great results

I know people who use 36x and up optics on .22lrs shooting off hand competitively. It really depends on your intentions, needs and abilities.

Not-fishing, ever see someone drive in a nail or hit a shotgun primer with a .22lr at 100 yards? At 100 yards it's not possible to see a nail using irons. I shoot big calibers long distances, but some of the most fun is going with a friend to the range with a pair of 10/22s and playing "surgeon"

I have a T36 on my 40X. In our friendly benchrest shoots, we shoot (slightly smaller than life-size) fly targets at 50 yards sometimes, or other targets that are smaller than .22 diameter. The ARA target is best shot with at least a 24X, IMHO, which is our serious match.

A little more information would help. Distance shooting? Budget?
