The OP made it perfectly clear that he and the C&R FFL would do a proper transfer through a dealer. But Abramski and his uncle did both transfers through an FFL and Abramski was still convicted for doing a straw purchase. You implied that it isn't a straw purchase if the buyer isn't prohibited and isn't trying to avoid using a dealer. Abramski's uncle wasn't prohibited and didn't avoid the 4473 or background check but Abramski was convicted anyway.
I stand corrected. I looked up that court case. here is a breakdown:

No. Anyone can buy one since they are roster exempt due to their C&R status.

The Romys are all over 50 years old. You can't buy non C&R Tokarovs.

(oh; is it just to save on FFL fees?... ok)

Has nothing to do with California. Its has to do with the rules FFL03 holders must abide by according to federal law.

Just order one from J&G Sales and have it shipped to your local dealer for transfer. That's way cheaper, faster and less complicated than your original plan of having a C&R FFL get one shipped to his local dealer for transfer and then later doing a PPT to transfer it to you. Even if your original plan was legal it still wouldn't make any sense.

the way a C&R licence was explained to me by ATF was you are allowed to buy guns for your collection and ATF knows people may buy say..3 of a certain model and keep the best one and sell off the others..they said to me as long as you dont do this on a regular basis..i.e. to make money like a 01 FFL its ok..and I asked a crap ton of questions about it too..

That may well be the case....NOW. But at any moment they might change their mind and lock you up for 10 years.

At least, that is the precedent they have set.
