    Ref thread title - Op,

You are discussing Class 03 C&R, not Class 3 C&R, still cool but there is a distinction.

J&G in Prescott is a sure bet. I don't think they have any 1895 Nagants in stock right now, I bought a couple from them last year as well as some other fun pistols. If you take the I40 route, you can also hit Havasu, Kingman and several other of the smaller cities on the way, I scored some nice pistols in Kingman and a Winchester 1894 in a pawn shop there for a good deal. Not sure if you can find an 1895 Nagant in a store, but you can always buy one from a private party in AZ, comb through the AZ gun boards. I would say 60-70% of the dealers in AZ will take your FFL03, but some, especially pawn shops, won't. Some will specifically NOT sell just to Californian FFL 03s, I ran into that in one pawn shop that had three guns I was ready to buy, my money, cash, was out and I showed the owner my FFL03 and she flat out refused, said she wouldn't even sell to an FFL01 from California. Not much you can do about that one.

        He's not discussing Class 3, Class 03 or Class 003. It's Type 03.

Class 3 = NFA items of which there are C&R variants -The NFA is also referred to as Title II of the Federal firearms laws. The Gun Control Act of 1968 ("GCA") is Title I.
Class 1 = importer of NFA weapons.
Class 2 = Manufacturer of NFA
Class 3 = Dealer in NFA

*Machineguns are lumped in category as Class 3 weapons, however you don't actually need to be a dealer to own. They should be referred to as Title II weapons - but the term Class 3 has stuck.

          Type 03 FFL = C&R ffl.

Just in case Mssr. Elegante hadn't completely confused the situation, I certainly have.

I recently picked up a Japanese Type 99 from gunbroker. Had it shipped to my house (I have 03/ COE). I filled out the 961 form and sent it with my $19 to DOJ. I got it kicked back with a nice letter saying I had violated the law, the transaction needs to go through an 01 FFL, yada yada yada.

This was strange as this rifle is not the first one I have bought and had shipped to my house this year. All the others went through with no problem.

I sent the form, my check and a letter stating I had met all the conditions for this purchase and referenced the PC number. I'm waiting to see if it goes through this time.

Seems DOJ has done this same thing to others from what I have read on the C&R forum while trying to figure out if I had done something wrong.

Same happened to me on my 1903. I took a picture of the serial number with manufacturer and sent it in again. Still waiting.

If you live in SoCal, order your C&R handguns from your online sources and have them shipped to New Frontier Armory in Las Vegas with $25 transfer fee for up to 3 firearms and $5 each additional. You are not purchasing from New Frontier Armory, they are acting as the transfer agent. There is no sales tax, only the shipping charges from the original seller (which often is less than a 10% AZ sales tax).
