    03 FFL C&R question.

    I have had my C&R license for about 8 years. I have not purchased a C&R long gun with it since before 1/1/14. Before that date I mainly bought C&R rifles from gun auction sites, ect. After reading much of the information on Cal Guns I was under the understanding that I could continue purchasing C&R long guns over the internet with my 03 FFL and COE. Web sights like Classic Arms and AIM seem to confirm this. I was thinking about driving to Las Vegas for a gun show this weekend so I called Ca. DOJ to confirm what was legal. I asked her a lot of questions but one of the answers I got did not make sense. She said it was legal for me to buy a C&R rifle in Las Vegas and bring it back to Ca. I would need to fill out form BOF4110A and send it to Ca. DOJ with a fee. When I asked her to confirm it was legal to have C&R rifles shipped to me from out of state she said at this point there position was that all rifles had to be shipped to a class 1 dealer and that they had requested clarification of the law from the court system. I have not been on Calguns for a while. Has the interpretation of the law changed?

    The boys on this forum get C&R rifles sent to their door all the time. No 01 needed. She is mistaken.

      C&R question.

      The lady's name I talked to at DOJ was Sheree(probably not spelled right). When you receive the rifle what form do you fill out and send to Ca. DOJ with a fee? Is it the same form # BOF4110A?

        If you have a 03FFL and COE, you can purchase C&R long guns from a private party in state or from anyone out of state (like Internet) and have it shipped to your home. You need to use this form to register it within 30 days of receiving it.


        When out of state, in person purchases like at gun show or store you can purchase any C&R long gun of handgun that would be legal to possess in CA and all you need is a 03FFL. You need to use this form within 5 days of bringing the firearm into the state to register it.


        DOJ is notorious for giving out bad info as you have just experienced.

          Thank you for the reply and form links. The lady I talked to at DOJ Ca. also told me it was not legal to purchase C&R hand guns out of state with a 03 FFL and COE and bring them back into Ca. I told her I had read that it was legal to do so and that you had to fill out a form within a specific amount of time and send in a fee. She did tell me C&R hand guns were exempt from the safe handgun list. How can the people in charge give out so much wrong information? Any other information you can provide is appreciated.

            That lady is clueless, I go to Arizona and purchase C&R handguns a few times a year and register them with DOJ via the BOF 4100A form.

            I have also had at least 8 long guns shipped to my home this year and registered them with DOJ via the BOF 961 form.

            Do not trust anything DOJ tells you over the phone, ask for them to put it in writing with the appropriate Penal Code sections for reference.

              I was just at the NRA Gun Show in Dallas 3 weekends ago. Negotiated three deals and produced my 03 and COE along with my driver license and each vendor laughed at me. NO SALES to CA. I have never been more pissed.

                ^^^^ I believe TRICKSTER'S information is as succinct and accurate as you are going to get. I have also used the BOF 961 for internet purchases this year, but I have never bought a handgun or long gun out of state and transported it back to California. So now I know I have to use that other form when I do that.

                By the way, for the 961, if you buy more than one long gun at a time, you can put all on the same form, or even attach another form, all for the same $19 fee. The BOF 4110A may work the same way, I don't know, but maybe I will get a chance to test it out by making a run to Arizona this December.

                  Now that I know its legal for me to purchase C&R hand guns out of state with my 03 FFL and COE does any one know a source for Tokarev, Radom, 1895 revolver pistols out of state that will sell to us. Are there any Gun shows in specific neighboring states and cities that are better than others? The $150.00 ship to and transfer fee that gun shops charge around here has always scared me away from ordering from Classic Arms. I bought a German k98 from them before I got my 03 FFL and learned the hard way.The idea of not being able to inspect the gun before buying it doesn't set well with me either. Any help would be appreciated.

                    nobody (other than a CA dealer) can sell C&R pistols directly to you while you are in CA. CA law prohibits it and does not have an exemption for C&R+COE

                        Check out J&G Guns, they have some of what you are looking for and are friendly to CA residents - they are located in Prescott, AZ. I see you are in the north, so you may be better off to check out Cabelas in Reno.

                          J&G has Romanian Tokarevs in stock right now. I don't see Nagant revolvers right now, but you can always ask. I have never bought a gun from them face-to-face, but I have bought 6 rifles from them over the internet over the years and have not been disappointed.

                            J&G prefers that you send them a copy of your C&R before visiting so they have it on file , but will still work with you if you haven't.

                              Where is "Canyon Country"

                              If that is in Norcal someplace, you can buy any C&R and have it sent to Timber Outdoors in Reno. $20 for transfers up to 5 guns.
