I made a copy and signed it and scanned it along with the blank copy. I keep blank copies of it and my COE on my phone and in my car in case I happen to run across a good deal in my travels.

Is that saying when I sell to another 03 license holder that not only do I need to document the sale in my logbook but I also need to retain a copy of their license? And what does a "certified" copy mean?

There is no requirement to retain a copy of the purchaser's license once the sale is complete and entered in your "bound book".

Here is a Calguns response which directly answers your question.

As to fees ... NOTE THE FOLLOWING!!!

1. When you do that LIVESCAN thing ... this covers the fees for the COE
2. Do not send any more money when sending in your filled out COE form
3. The COE form will have the requisite LIVESCAN number(#) which can be filled out. This is the number that binds the LIVESCAN to your COE.

Another note ... the LIVESCAN thing is basically a digital version of a proctology exam. I felt it was extremely intrusive.

Finally got my 03 today. Did the livescan about two weeks ago. Waiting for COE then I am legal.
Then I can start looking for my K98

Save up plenty of $$$ for a K98......a collector quality one. Here is an example from a auction in 2013.
