    If you have both an 03 and COE, then yes

    You must still register them. $19 fee

      If the seller is a California dealer then you will also have to complete the DROS.

          Even though buying from a CA 01 and going through DROS, with the 03+ COE, you can skip the 10 day ban.

                Why do I read I should not sign the original but make copies? Are copies accepted? Don't you just show the license?

                  The license can be a copy but you need a "wet" signature on the paper. The signature can not be a copy.

                      Is that saying when I sell to another 03 license holder that not only do I need to document the sale in my logbook but I also need to retain a copy of their license? And what does a "certified" copy mean?

                        A certified copy is a copy of your license that you have signed. You certify the copy by signing it. That's why you don't sign the original.

                          I keep a few signed copies of my FFL in my permit folder - so, I don't have to find a copy machine if I find something I need to buy

                          The folder goes everywhere, including film sets with me - I use plastic page covers to stop wear and tear - and the whole folder is kept in a plastic sleeve against weather and the usual bumps and knock.
                          It's actually quite streamlined - fits in a small day-backpack comfortably -

                          I keep my AW paperwork, multiple Permits, EFP, COE, and Movie shooting permits (the ones that stipulate gunfire/FX) all together.
                          With copies of my personal permits at home, too - in case disaster strikes.

                          I don't mind - it's like doing taxes at an audit, if things are organized nicely they can impress in their own right - I have had to show mine a dozen times to LE and their eyes usually glaze over after scanning the first page.

                          Ref. "...Reading the small print..." - I would recommend forcing yourself to read it, whether your eyes glaze over or not. By having that FFL you have bought into a certain amount of responsibility.
