C&R license - what are the benefits now in CA?

    I understand that it is ok to buy a C&R rifle and be brought in state.

    Can C&R a handgun be bought by CA resident with FFL03 out of state?
    After getting possession out of state, can it be shipped to FFL03 address?

    Or it has to be shipped to a FFL01 in CA, do DROS and pickup in 10?

      It is my understanding that the California DOJ has absolutely no jurisdiction as to what you do outside of California. This means you can even purchase C&R handguns while you are outside of California.

      HOWEVER ....

      If you wish to transfer ...(that is transport) ... these items past the California state border, then you MUST have a C&R AND COE ... and you have some number of days to declare your transfer to the California DOJ.

        Nope. If you have a 03FFL you can go to another state and buy C&R long guns and handguns and bring them back, no COE is needed. The COE is only needed for in state purchases and C&R's that you are having shipped to yourself from out of state purchases done on line, mail order and such, basically anything that you were not physically there to purchase.

          I believe TRICKSTER is right about COE requirement. It is only required if entity from another state is shipping it to FFL03 doorstep. I got a few C&R rifles shipped to me and the FFL asked me for the COE.

          But both of you have satisfied my question about acquiring C&R handguns out of state. Thank you.

            After the 03 FFL purchases and takes possession of the C&R handgun while outside of California he can then ship it to himself inside California. But FedEx Express and UPS are going to charge him $80+ to do it. Bringing it back on the plane in his checked baggage would be easier and cheaper.

              Really?

              That is good news for me. My next hand gun purchase will be to go to a more gun-friendly state and to purchase a C&R handgun. I thought I needed a COE to bring it back across the border.

              (btw, I do have my COE. I thought that in Kalifornia ... the C&R is worthless without the COE).

                Do the common carrier (FedEx, UPS) charge extra just for special handling (firearms)?

                  A lot of people don't know this fact. I kinda knew from Empire Arms' helpful page but wanted to confirm on this forum.

                    They require handguns to be shipped overnight (Next Day Air Saver for UPS and Priority Overnight for FedEx). They also require "adult signature" service for firearms. So shipping one handgun will cost between $50 and $100 depending on the weight and distance.

                    Also, you can't ship firearms from third party locations like "The UPS Store" or "Pack'N'Ship" type places. It can sometimes be a hassle finding a UPS or FedEx owned shipping counter on short notice in a strange city.
