      There is a 10 day wait on all modern guns regardless of COE. The only way I know of to get around the 10 day wait for a normal person is to become a FFL01.

        The COE is required if you are a commercial Federal Firearms Licensee. It is an optional nice to have for your employees. If you are a C&R or 03 FFL holder, you can use your C&R license and your COE to avoid the limitation on purchasing more than 1 handgun in 30 days. The exemption to the 1 in 30 rule applies to all handguns and not just C&R handguns.

          I'm considering getting the 03 FFL plus COE. Do I have to wait until I get the FFL to apply for the COE? Or can I do both concurrently?

            I did them concurrently. Already got my COE. Expect the 03 FFL any day now -- they hit my credit card last week.

                      Apologies because this has been likely covered already. What's the process now that someone has FFL03+COE and want to buy a C&R rifle from lets say AIM? Would we now need to show both documents to the vendor, but upon rifle arrival, we have to fill out more forms (ie record serial numbers) and send them to CA DOJ?

                        That is my understanding - oh BTW don't forget to include the doj fee (tax) when registering that C&R rifle

                            IIRC, come Jan, the 50-year-old rule goes away and C&R holders can have any C&R's shipped directly to them if they have a COE. The current federal C&R list has 'modern' guns on it. I believe it's rifles only though.

                              there are some "modern" curio-listed C&R handguns on the list, such as D&D Bren 10, and I think there are some Mak-variants that are listed as well due to curio status instead of relic status.

                                Just because the BATF charged your card doesn't mean you are that close to getting your 03 FFL. I sent mine on a Tuesday and they charged my card that Friday and I didn't get my license for another two and a half months. I just sent in an address change a month ago and got the corrected one yesterday.
