    Technically it's legal to ship it to him, but I wouldn't do it. Too much risk since you really don't know who your sending it to. Better off shipping to a FFL or finding someone that will do a face to face transfer so you know who your dealing with.

      Either the shipper or the receiver needs an ffl otherwise ups wont ship. I have never tried fed ex.

        That's why I use the USPS to mail long guns. Plus I've had better luck with them not damaging the package.
        Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
