    Yes I believe the COE is written into the "proposed" law

      No, you are not required to have a COE, to have a C&R....but, starting Jan 1, 2014, a C&R will not be of much use for a CA resident, unless they also have a COE

        I believe so. Unless your local law enforcement agency is willing to accept COE in lieu of another live scan.
