About COE fees, their site has listings of agents and the fees vary. In my area the cheapest is a sheriff's station. It pays to shop around for the lowest combination of charges. I still need my COE, i think I could do it for $60--last time i looked.

Being licensed 03FFL is less intrusive than obtaining a California driver's license. My life has in no way become an "open book" to any agency as a result. There are book-keeping requirements. The ATF has a right to ask for an inspection of one's bound book. This is rare, but can be done at your home OR at their office. I have yet to hear of them inspecting the actual collection.
That said, anyone who frets over the laws pertaining to being licensed should probably forego obtaining one. Anyone who thinks the information packet is "crap" is probably not responsible enough to have one (like the guy from another thread who couldn't even be bothered to look at any of it and posted asking for the C&R list).

Thats good to hear. The FFL I use in my area gets ATF visits at all times of day. I mean to say they just show up anytime they like, unannounced, and go through records and inventory, sometimes spending hours and asking tons of questions. He said the visits are frequent and he nowadays puts them out in the driveway with a folding table. He would definitely say his life is an open book.
The Shootist shop in Temecula said the same thing, ATF shows up anytime they like and expects all the staff to help in record exams which disturbs their daily work.
When I became a real estate broker in 1978, I also had a mortgage licence rider and as long as I kept that rider I had visits from state officials on pretty much a constant basis. They would just show up and park themselves from morning until night and i would have to sit there the whole time helping them pour over records. Yep, my business life was an open book. Having never found "irregularities" didnt stop the visits. When I left that part of the business the visits stopped forever.

CharlesV - I see where the confusion is.
FFL 01, 06, 07 - yes, they will get inspected regularly. They are firearms dealers or manufacturer licenses, though. Your FFL and the Shootist shop are 01 FFLs.
The FFL 03 is merely a license to collect curio and relic firearms; it does not permit one to "deal" in them. It is by far the easiest of the FFL to obtain, the least monitored, and as long as one keeps his or her books in order, is 99% hassle-free. The ATF does not have the right to show up unannounced to examine one's records, and in fact doesn't even have the right to do so at your home. Very few are ever contacted for an inspection of the bound book, and those here who have been report that it was a mostly pleasant encounter, albeit a minor inconvenience.Originally posted by CSACANNONEERKeep in mind that you don't have a clue.Comment
