I'm just getting into to c&r rifles and I'm hoping someone can help me out. Do i need a ffl03 to sell a c&r rifle without dros. i know it's a stupid question but wanted to make sure. thank you

It looks like you may have edited your question so the previous response looks confusing now...

To answer your question as written above- No you do not need a C&R to sell, period. A C&R only helps when on the buying side of a transaction.

You can sell a C&R long gun (and ship) to a CA resident over 18 who is not restricted from owning a firearm. You can also sell to (and ship to) someone out of CA if THEY have a valid C&R.

Yes, up until the end of the year.

Come 01.01.2014 the seller will not need to have a C&R but the buyer will need a C&R AND a COE.

Plus the 50year old rule goes away and any long gun or shotgun that is listed by BATF as a C&R can be sold to a C&R holder without going through an 01/07 FFL for transfer.
